कनाडा के प्रधान मंत्री जस्टिन ट्रूडो ने गुरुवार को कहा कि खालिस्तानी नेता हरदीप सिंह निज्जर की हत्या में भारत की भूमिका को मानने के लिए “पुख्ता कारण” हैं। उन्होंने भारत विरोधी आरोपों को दोहराया। ट्रूडो ने कहा कि कनाडा अंतरराष्ट्रीय नियमों से बंधा हुआ है। अब जो होगा वो जांच से सामने आएगा। इस बीच भारत को उम्मीद है कि अमेरिका इस मामले में हस्तक्षेप करेगा। जबकि अमेरिकी राष्ट्रीय सुरक्षा सलाहकार जेक सुलिवन ने गुरुवार को कहा कि संयुक्त राज्य अमेरिका अपने सिद्धांतों पर अडिग है, चाहे कोई भी देश प्रभावित हो।इस मामले में किसी को कोई विशेष छूट प्राप्त नहीं है।ट्रूडो गुरुवार को न्यूयॉर्क स्थित यूएन के कनाडा स्थायी मिशन में थे। वहां उन्होंने एक प्रेस कॉनफ्रेंस की। जस्टिन ट्रूडो ने कहा, “जैसा कि मैंने सोमवार को कहा था, यह मानने के पुख्ता कारण हैं कि भारत सरकार के एजेंट कनाडाई (निज्जर) की हत्या में शामिल थे।” प्रधानमंत्री ने कहा कि कनाडा में अंतरराष्ट्रीय नियम-आधारित व्यवस्था मायने रखती है, यह किसी देश के कानून के शासन में अत्यंत मूलभूत महत्व की चीज होती है…कनाडा के पास कठोर और स्वतंत्र न्यायपालिका और मजबूत प्रक्रियाएं हैं…।”प्रेस कॉन्फ्रेंस के दौरान, कनाडाई प्रधानमंत्री से भारत-कनाडा तनाव को लेकर कई सवाल उठाए गए। दोनों देशों ने एक-दूसरे के खिलाफ कई राजनयिक कदम उठाने पर भी सवाल हुए। जस्टिन ट्रूडो ने कहा, “हम भारत सरकार से इस मामले को गंभीरता से लेने और पूरी पारदर्शिता से इस मामले में जवाबदेही और इंसाफ करने के लिए हमारे साथ काम करने की बात फिर कह रहे हैं।”कनाडाई पीएम ने कहा- “कनाडा कानून का शासन वाला देश हैं। हम कनाडाई लोगों को सुरक्षित रखने और अपने मूल्यों और अंतरराष्ट्रीय नियम-आधारित व्यवस्था को बनाए रखने के लिए आवश्यक कार्य करना जारी रखेंगे। अभी हमारा ध्यान कनाडाई लोगों की सुरक्षा पर है।”एक सवाल के जवाब में ट्रूडो ने कहा, ‘हम कानून के शासन के लिए खड़े हैं। किसी भी देश के लिए अपनी ही धरती पर उसके किसी नागरिक की हत्या में शामिल होना अस्वीकार्य है। मुझे लगता है कि यह महत्वपूर्ण है कि एक मजबूत, स्वतंत्र न्याय प्रणाली वाले देश के रूप में… हम उन न्याय प्रक्रियाओं को पूरी ईमानदारी के साथ सामने आने दें। मैंने सोमवार को हाउस ऑफ कॉमन्स में तमाम आरोपों को पूरी जिम्मेदारी और गंभीरता से रखा है। …उन्हें मैंने हल्के ढंग से नहीं रखा था।’जस्टिन ट्रूडो ने इस मुद्दे पर प्रधानमंत्री नरेंद्र मोदी के साथ हुई बातचीत के बारे में भी बताया। उन्होंने कहा कि “प्रधानमंत्री मोदी के साथ मेरी सीधी और स्पष्ट बातचीत हुई, जिसमें मैंने बिना किसी लागलपेट के अपनी चिंताओं को साझा किया…।” ट्रूडो अभी हाल ही में जी20 शिखर सम्मेलन में भाग लेने नई दिल्ली गए थे।कनाडा के आरोपों पर जब भारतीय विदेश मंत्रालय से गुरुवार को प्रतिक्रिया मांगी गई तो मंत्रालय के प्रवक्ता अरिंदम बागची ने कहा था, ‘हां ये आरोप कनाडाई पीएम जस्टिन ट्रूडो ने पीएम (मोदी) के सामने लगाए थे। लेकिन पीएम मोदी ने उन्हें खारिज कर दिया। कनाडा ने आरोपों के संबंध में कोई विशेष जानकारी साझा नहीं की। जबकि भारत लगातार कनाडा से कह रहा है कि वो आतंकवाद से संबंधित आरोपों का सामना कर रहे लोगों पर कार्रवाई करे।’

अमेरिका का रुख

अमेरिका रुख भारत के समर्थन में नहीं है। अमेरिका बार बार यह संकेत दे रहा है। लेकिन भारतीय विदेश मंत्री जयशंकर हार नहीं मान रहे हैं। तमाम चैनलों के जरिए अमेरिका को समझाने का क्रम जारी है लेकिन इस बीच गुरुवार को अमेरिका ने स्पष्ट शब्दों का इस्तेमाल किया। अमेरिकी राष्ट्रीय सुरक्षा सलाहकार जेक सुलिवन ने गुरुवार को व्हाइट हाउस में पत्रकारों से कहा- “यह हमारे लिए चिंता का विषय है। यह ऐसी बात है जिसे हम गंभीरता से लेते हैं। यह ऐसी चीज है जिस पर किसी भी देश की परवाह किए बिना हम काम करना जारी रखेंगे।”सुलिवन ने कहा- “ऐसे कार्यों में आपको कोई विशेष छूट नहीं मिलती है। किसी देश की परवाह किए बिना हम अपने बुनियादी सिद्धांतों की रक्षा करेंगे। हम कनाडा जैसे सहयोगियों के साथ भी निकटता से परामर्श करेंगे क्योंकि वे अपने कानून प्रवर्तन और राजनयिक प्रक्रिया को आगे बढ़ा रहे हैं।”उन्होंने बताया कि अमेरिका दोनों देशों के संपर्क में है। उन्होंने एक सवाल के जवाब में इस आरोप का खंडन किया कि इस मुद्दे पर अमेरिका-कनाडा में कोई दूरी है।
