पंजाब के सिखों के सामने 99 परेशानियां हैं, पर खालिस्तान उनमें नहीं

– भारतीय होने पर उन्हें गर्व है

करीब 95 फीसदी सिखों को इस बात का बहुत गर्व है कि वे भारतीय हैं. पंजाब में खालिस्तान के लिए कोई मांग नहीं है लेकिन अपनी आर्थिक गिरावट, और हिंदुत्ववादी राजनीतिक ताकतों के उभार को एक बड़ा खतरा मानते हैं और कनाडा गए भगोड़े इसी भावना को भुनाना चाहते हैं

काश मुझे केवल 10 मिनट के लिए ऐसी कोई दैवीय शक्ति मिल जाती कि मैं आपको नीचे की तीन बातों को दोहराने के लिए कह सकता—

  • खालिस्तानी आंदोलन या सपने या विचार जैसी कोई चीज वास्तव में है ही नहीं. भारत में तो निश्चित तौर पर नहीं ही है. अब कनाडा के ब्रांपटन में क्या हो रहा है यह कनाडा का सिरदर्द है.
  • भारत के पंजाब सूबे में कोई नहीं है, लगभग कोई नहीं है जो 1978 से 1993 वाले खूनी 15 वर्षों या खासकर 1983-93 वाले घातक दशक की वापसी चाहता हो. भारत के सिख अपने देश के बारे में क्या भावना रखते हैं, यह जानना हो तो ‘प्यू रिसर्च सेंटर सर्वे’ के 2021 के आंकड़ों को देखिए, जो बताते हैं कि भारत के 95 फीसदी सिखों को इस बात का ‘बहुत गर्व’ है कि वे भारतीय हैं. राष्ट्रवाद पर भारत के किसी समुदाय का एकाधिकार नहीं है, चाहे वह समुदाय कितना भी बड़ा क्यों न हो. किसी समुदाय की राष्ट्रभक्ति पर सवाल नहीं उठाया जा सकता, चाहे वह समुदाय कितना भी छोटा क्यों न हो.

पंजाब में राजनीति जीवित, जीवंत, और विश्वसनीय है. लोग बड़ी संख्या में वोट देते हैं और अपनी सरकार चुनते हैं. मुख्यतः कनाडा में जो नयी, काली ताक़तें उभर रही हैं उन्हें अपना खेल करने के लिए कोई राजनीतिक या भावनात्मक गुंजाइश उपलब्ध नहीं है. पंजाबी लोग जब अपने हालात से नाखुश होते हैं, जो कि वे प्रायः होते हैं, तब वे अपनी वोट की ताकत से सरकार को हटा देते हैं. वे सरकार बदलने के लिए किसी ट्रूडो या गुरपतवन्त सिंह की मदद लेने नहीं जाते.और, जो चौथी और सबसे महत्वपूर्ण बात मैं आपसे दोहराने के लिए कह सकता हूं वह यह है   मैं भारत के सिखों की देशभक्ति या राष्ट्र के प्रति प्रतिबद्धता पर कभी सवाल नहीं उठाऊंगा. कभी नहीं, क्योंकि कुछ सौ आपराधिक प्रवृत्ति के लोगों ने मिलकर कभी भी क्रांति नहीं ला सके हैं.यह सब कहने और कई बार दोहराने के बाद हम यह भी कबूल करें कि समस्याएं वास्तव में हैं; कि पंजाब में और खासकर सिखों में आज आक्रोश और निराशा व्यापक रूप से फैली है. यह ईशनिंदा के विरोध, बढ़ती धार्मिकता और रूढ़िवाद, देशभक्ति की नयी परिभाषाओं और कसौटियों पर परखे जाने (खासकर सोशल मीडिया और कुछ टीवी चैनलों पर) से बचने की बढ़ती प्रवृत्ति के रूप में सामने आ रही है. अलगाव की खतरनाक भावना पनप रही है, लेकिन यह अपने देश के प्रति नहीं है बल्कि अपनी राष्ट्रीय राजनीति को लेकर है.दक्षिण में समुद्रतट पर बसे अधिक प्रगतिशील और औद्योगिक राज्यों के मुक़ाबले पंजाब की आर्थिक गिरावट के कारण पनपे गुस्से और निराशा को आसानी से समझा जा सकता है. इन सबकी चर्चा हम इस कॉलम में कई बार कर चुके हैं.
जब कोई राज्य एक करोड़ या उससे ज्यादा की आबादी वाले राज्यों के बीच नंबर वन वाली स्थिति से करीब 20 साल में नंबर 13 वाली स्थिति में पहुंच जाता है तब इससे उस राज्य के लोगों को न केवल आर्थिक मुश्किलों का सामना करना पड़ता है बल्कि उनका मनोबल भी कमजोर पड़ता है. इतनी प्रभुत्वशाली स्थिति में रहने के आदी समुदाय के लिए यह खास तौर से दुखदायी होता है.पंजाब कृषि वाले जाल में उलझ कर रह गया है जबकि दूसरे कई बड़े राज्यों ने उद्योग और सेवा क्षेत्रों, खासकर आइटी की मदद से चलने वाली सेवाओं में वृद्धि के साथ इस जाल को काटा है. इसे बेहतर ढंग से समझने के लिए दूसरे देशों, खासकर कनाडा में बसे सिख समुदाय पर गहरी नजर डालनी होगी. 2020-21 में, जिस अंतिम साल के पूरे आंकड़े उपलब्ध हैं, भारत को पूरी दुनिया से करीब 80.2 अरब डॉलर के बराबर रकम भेजी गई. इन देशों की सूची में अमेरिका इस रकम की 23.4 फीसदी हिस्सेदारी के साथ सबसे ऊपर था. इसके बाद यूएई, ब्रिटेन, सिंगापुर, सऊदी अरब, कुवैत, ओमान, क़तर (केवल 1.5 फीसदी) आते हैं. आप सोच सकते हैं कि क्या मैं कनाडा को भूल गया? क्या वहां एक विशाल, समृद्ध और खुशहाल पंजाबी (अधिकतर सिख) समुदाय नहीं बसा हुआ है?ये आंकड़े पंजाब और कनाडा में बसे छोटे-छोटे पंजाबों में चलने वाली राजनीति और गहरे संकट का एक अंदाजा देते हैं. कनाडा में बसे करीब 10 लाख पंजाबी (जिनमें 8 लाख तो सिख ही हैं) विदेश से भारत पैसे भेजने वालों में हांगकांग, ऑस्ट्रेलिया, और तो और मलेशिया के सिखों के बाद 12वें नंबर पर हैं. कुल भेजे जाने वाले ऐसे पैसे में कनाडा वालों का योगदान मात्र 0.6 फीसदी है.

इससे क्या पता चलता है? मैं दो बातें कहने की हिम्मत करूंगा, एक तो ठोस बात है और दूसरी अनुमान है. पहली बात यह है कि कनाडा में सिख अभी भी कम मजदूरी वाले रोजगारों या छोटे-छोटे व्यवसायों में लगे हैं, जो उन्हें इतनी आमदनी नहीं कराते हैं कि वे पैसा स्वदेश भेज सकें. यह अमेरिका, ब्रिटेन, यूएई या सऊदी अरब तक में ‘व्हाइट कॉलर जॉब्स’ में लगे भारतीयों के विपरीत है.हुनर और रोजगार वाले पैमाने पर देखें तो पंजाबी लोग भारत के दक्षिण और पश्चिम से आए अपने साथियों से काफी पीछे हैं. पंजाब एक अजीब विडंबना में फंस गया है. उसके लोग गरीब नहीं हैं. यह देश के उन राज्यों में शामिल है जिनके गरीबी के आंकड़े सबसे कम हैं. लेकिन इस राज्य की अर्थव्यवस्था मुख्यतः खेती पर टिकी है. हालांकि इसके खेत सरप्लस में पैदावार देते हैं लेकिन इसके युवा खेती नहीं करना चाहते.इसकी खेती हिंदी प्रदेशों, खासकर बिहार और पूर्वी यूपी से आने वाले सस्ते मजदूरों के हवाले है, जिन्हें पंजाब में ‘भैया’ कहा जाता है. दूसरी ओर पंजाब के अपने युवा किसी भी तरह कनाडा जाने के लिए अपने सालों-साल बर्बाद करते हुए अपने परिवार की बचत खर्च करवाते हैं या उधार मांगते हैं, चोरी करते हैं या कर्ज लेते हैं. वहां उन्हें वैसे ही रोजगार करने पड़ते हैं जिनके लिए वे पंजाब में ‘भैया लोगों’ को मजदूरी देते हैं.यह हमें कम ठोस कारण पर लाता है, कि कनाडा में बसे पंजाबियों की आमदनी तो नीची है ही, वे स्वदेश जो पैसा भेजते हैं वह भी कम है. परिवारों को ज़्यादातर पैसा अनौपचारिक चैनलों से वापस भेजा जाता है. यह परिवार के दूसरे सदस्यों को कनाडा भेजने के खर्च के रूप में लगभग पूरी तरह कनाडा को ही दे दिया जाता है. फिलहाल पंजाब में यह रकम 50 लाख रुपये से ऊपर है. यह रकम उस काम के लिए नहीं होती है जिसके लिए चेक या बैंक ट्रांसफर से पैसा भेजा जाता है. इसे ठेठ, स्वैच्छिक मानव तस्करी ही कहा जा सकता है.पंजाब में 1993 में शांति बहाल हुई. यह शांति हिंदी प्रदेशों के मुक़ाबले कहीं ज्यादा है. इस राज्य के लोगों को अगर इस शांति का लाभ नहीं मिला है तो इसे इसके राजनीतिक वर्ग की नाकामी कहा जा सकता है.

इससे आक्रोश और निराशा बढ़ती है. इसके भी ऊपर, ज्यादा परेशान करने वाली आशंका राष्ट्रीय राजनीति और उसमें सिखों की जगह को लेकर है. खासकर भाजपा-अकाली संबंध विच्छेद के बाद सिख न केवल खुद को हाशिये पर महसूस करते हैं बल्कि वे भाजपा, हिंदुत्व के उभार और हिंदू राष्ट्र के लिए बढ़ती मांग को लेकर भी नाराज हैं.मेरे साथ जरा पंजाब घूमिए और किसी युवा या बुजुर्ग सिख से पूछिए कि क्या वह खालिस्तान चाहता है? लगभग सब ‘न’ में ही जवाब देंगे, बशर्ते उनमें आपकी टांग-खिंचाई करने वाला मज़ाकिया भाव न हो. इसके बाद आप उनसे पूछिए कि वे खालिस्तान के नारे लगाने वालों का विरोध क्यों नहीं करते.ऐसे सवाल आप पंजाब की किसी गली, किसी गांव में चंद सिखों से करेंगे तो वे आप से ही सवाल पूछ सकते हैं कि अगर कुछ लोग हिंदू राष्ट्र की बात कर सकते हैं, तो कुछ लोग सिख राष्ट्र की बात करें तो इसमें नाराज होने वाली क्या बात है? अगर आप एक धर्म के आधार पर राष्ट्र बना सकते हैं, तो दूसरे धर्म के आधार पर क्यों नहीं? इस सर्वशक्तिमान भाजपा के उभार, सिखों (खासकर पंजाब के सिखों) के प्रतिनिधित्व में कमी, अकाली दल के अलगाव, और जिसे वे मुस्लिम समुदाय को निशाना बनाया जाना मानते हैं — उन सबने पंजाब के मिजाज पर गहरा असर डाला है. आपको सुविधा देने वाला निषेध आपको कुछ ही समय तक भा सकता है.याद कीजिए, गुड़गांव में जब मुसलमानों को पार्कों में नमाज की इजाजत नहीं दी गई तब सिखों ने किस तरह गुरुद्वारों के दरवाजे उनके लिए खोल दिए थे. या किसान आंदोलन के दौरान दिल्ली की सीमा पर सिखों के लंगर में मुस्लिम एक्टिविस्टों ने किस तरह मस्ती की थी. भाजपा अगर यह मानती है कि सिख अभी भी मुसलमानों के खिलाफ हैं और वह महान सिख गुरुओं के दौर की या देश के बंटवारे के समय की भावना अभी तक पाले हुए हैं, तो वह मुगालते में है.सिख मानते हैं कि हिसाब बराबर हो गया है और अब कोई खतरा नहीं है. इसके अलावा, अब केवल धर्म ही उनकी पहचान नहीं तय करती है, भाषा और संस्कृति भी पहचान में शामिल हैं. इन मामलों में वे पाकिस्तान के पंजाबियों के विशाल बहुमत से काफी समानता रखते हैं. लेकिन पाकिस्तान ने अगर भारत पर फिर हमला किया तो क्या वे मोर्चे पर आगे नहीं रहेंगे? बेशक वे आगे रहेंगे. हिंदू समुदाय के साथ उनकी काफी समानता है लेकिन भारत ध्रुवीकृत हो गया तब उन्हें हिंदुओं में शुमार मानना भारी भूल होगी.

भारतीय सिखों की 70 फीसदी आबादी पंजाब में ही है. ‘प्यू’ के उपरोक्त सर्वे में यह भी कहा गया है कि 93 फीसदी सिखों को इस बात का गर्व है कि वे पंजाब में रहते हैं, 95 फीसदी को भारतीय होने का बहुत गर्व है. यह एक महत्वपूर्ण आंकड़े को रेखांकित करता है कि 10 में से 8 सिख सांप्रदायिक हिंसा को देश की बड़ी समस्या मानते हैं. यह आंकड़ा हिंदुओं और मुसलमानों (65 फीसदी) के मामले में इस आंकड़े से कहीं ज्यादा है. इसे भाजपा/आरएसएस की राजनीति की एक नाकामी माना जाएगा कि वह पंजाब में निराशा और आक्रोश को बढ़ा रही इस भावना को समझ नहीं पा रही है. कनाडा गए भगोड़े इसी भावना के साथ खिलवाड़ कर रहे हैं.
